Hamza Almustapha Volunteers Youth Ambassadors – HAVOYA, is a dynamic,volunteer based national grassroot movement founded in 2022 to champion the visionary leadership of His Excellency, Dr. Hamza Almustapha, a Nigerian stateman, seasoned military intelligence expert and a visionary leader whose life and legacy embody resilience, national service and Pan-African commitment, in his quest to rescue Nigeria and rebuild Africa.
HAVOYA is people-powered engine for citizen’s engagement, political mobilization, and civic enlightenment  towards the successful election of Dr. Almustapha as President of the Federal Republic of Nigeria in 2027. Our slogan, “Rescue Nigeria, Rebuild Africa – The Almustapha Way” reflects our belief in a new dawn for Nigeria through visionary leadership that delivers peace, security and dignity to all Nigerians and Africans.

ALMUSTAPHA 2027 MOVEMENT
HAVOYA is not just a campaign platform, it is a national movement grounded in service, volunteerism and civic responsibility. We operate as a strategic mobilization platform through a nationwide network of local chapters, polling unit marshals, digital advocates, campus ambassadors, and strategic influencers. HAVOYA members and allies are charged with the responsibility of supporting the strategy, objectives and mission of the Almustapha Presidential Campaign Council, at all times and in all spheres.

Our Mission
Inspire, organize and empower volunteers across Nigeria and the African continent to support, promote and defend the Presidential vision of Dr. Hamza Almustapha through civic education, strategic mobilization and grassroots engagement.

Our Strategic Objectives
• Mobilize Millions of Eligible Voters across Nigeria: Build an energized citizen-based ready to rescue Nigeria through democratic participation. Focus on first-time voters, disenfranchised groups and digital natives.
• Promote the Presidential Candidacy of Dr. Hamza Almustapha: Develop and disseminate compelling narratives of his leadership, integrity
and security expertise. Use digital campaign, community outreach and influencers partnerships to drive support.
• Serve as a Civic Education Platform: Educate Nigerians on voting rights, democratic values, electoral integrity and active citizenship. Train youth leaders to lead peer education campaigns at grassroots level.
• Drive Peaceful, People-Centred Political Engagement: Reject political violence, hate speech and ethnic polarization. Promote values of
unity, inclusion and participatory democracy.
• Create a Nationwide Volunteer Infrastructure for 2027 Presidential Election: Establish organized, trained and ethical volunteer teams across all polling units in Nigeria. Ensure every local government has a pro-active HAVOYA presence.
• Inspire an African Renaissance Beginning in Nigeria: Promote Dr. Hamza Almustapha’s broader vision of Africa’s self-reliance, security
cooperation and economic revival. Position HAVOYA as a youth-led movement driving the transformation of Africa’s largest democracy.

Core Program Areas:
• National Volunteer Network Development: To activate a structured and data-driven HAVOYA presence in all the geo-political zones.
• HAVOYA Women Council: To ensure gender-sensitive leadership women inclusion.
• Civic Education and Leadership Development: To build an informed, value-driven and ethical volunteer base.
• Digital Media and Messaging: To establish a consistent, inspiring and viral national narrative.
• Electoral Engagement and Voter Sensitization: To maximize citizens’ turn-out for Almustapha in 2027 Presidential election.
• Support Group Management Council: To build a unified, ethical and high-performing alliance of support groups.
• Strategic Alliances and Partnerships: To expand capacity, influence and access to resources.

HAVOYA STRUCTURE:
HAVOYA is structured to ensure strategic leadership, operational efficiency, grassroots inclusiveness, gender-sensitivity and youth-led ownership. Its governance framework draws inspiration from successful global civic movements and localized grassroots organizing models:
National Leadership Board (NLB): Served as the apex strategic and decision-making body of HAVOYA. It ensures full alignment with the 2027 Vision of Dr. Hamza Almustapha and oversee national coordination, political strategy, operational compliance, policy advocacy and cross-country citizen mobilization. Provides strategic direction, oversee national campaigns, partnership and compliance with the vision of Dr. Hamza Almustapha.

Zonal Directorates (6 Geo-Political Zones): Each zone have a zonal coordinator and team to coordinate regional mobilization, supervise state
operations in their zones, ensure harmonized messaging, training, strategic alignment at regional level and provide regional context-specific leadership.
State Executive Committees (36 States + FCT): Each state has a state coordinator and team to oversee state-based implementation of HAVOYA’s Vision at sub-national level through direct grassroots engagement, institutional outreach, partnerships and ensure harmonized messaging, training and strategic alignment at state level.

Local Government Mobilization Cells (774). Each LGA host HAVOYA
Mobilization cell and have an LGA coordinator and a 5-member leadership, acting as the strategic anchor for grassroots coordination and polling unit activation and supervision including, training and deployment of ward coordinators, mapping of voter pattern and reporting security concerns.

Ward Coordination Teams (8,809): Each WCT has a ward coordinator and team overseeing deployment of polling unit marshals, local campaigns, townhall engagements, peer-to-peer outreach and operates street-level mobilization.
Polling Unit Marshals (176,846): The frontline ambassadors of HAVOYA – the “eyes, ears and heart” of the campaign. Each of the polling unit have minimum of 5 trained marshals, responsible for house-to-house mobilization, voter sensitization, election-day monitoring, security alerts, community intelligence including ensuring effective, peaceful and vigilant campaign presence and disseminating Dr. Hamza
Almustapha’s People’s Manifesto to grassroots and report incidents via HAVOYA’s secure digital reporting app.

National Elders Council (NEC): Served as HAVOYA national advisory council, composed of experienced national figures, retired personnel, civil society leaders, campaign veterans, legal professionals, election experts, academic researchers, women and youth influencers. The advisory council provide strategic counsel, ideological, moral, strategic guidance, mediate internal disputes, mentorship and linkages with high level influencers, relevant stakeholders, media and civil society.

HAVOYA National Women Council: The national leadership within the HAVOYA Women Council under the leadership of Her Excellency, Hafsat Almustapha, serve as the strategic think tank and transformative platform that amplifies the voices of Nigerian women in political, civic and social spaces. It is the driving force for national rebirth through the coordinated efforts of women leaders, volunteers and advocates
who are committed to unity, discipline and ethical service. Each level mirrors the HAVOYA leadership structure and responsibilities are adapted to suit local dynamics.

Leaders. The council implement inclusive and demographic-focused activities to empower women to collectively work towards the successful realization of  Almustapha 2027 and beyond.

This governance structure will evolve with campaign dynamics and policy shifts while staying true to HAVOYA’s founding vision “Rescue Nigeria, Rebuild Africa – The Almustapha Way.
